Seems like every prospect was created. As per rules:
6.1.4(b) A prospect who has played 5 or more NHL games (1 for goalies) may be signed based on his NHL stats until that point, but will be created as though he has played 25 NHL games.

6.1.4(c) Prospects will be automatically created in full season re-rate seasons as long as they have played 25 games (15 for goalies). GM’s will still be given the option to create additional prospects that have played the minimum 5 games (1 for goalies) and they will be rated based on rule 6.1.4(b). Auto creation of prospects does not occur during partial re-rate seasons.

If you have a prospect who has played less than 5 games and you wish to send them back to the list post them here

I thought any rookie who has played under 25games, 15 for goalies should be going back to the prospect pool unless they have played more than 5 games and you want to create them.
